History of Commerce Organization of Tehran Province
Commerce includes a set of activities that transfer necessary products and commodities of
households, producer units and government from supply outlets to the demands and consumptions
or store centers. Meeting the domestic shortages, reducing inflation pressures through preparation
of products and theirs fair distribution and controlling the market of food items, improving and
developing export and supporting the producers and governmental monitoring on all the above
activities are of the main responsibilities of Commerce Organization.
Ministry of commerce was established in 1974 with the aim of developing and improving commercial
affairs. After the victory of Islamic Revolution, the subsequent economic restrictions and imposed
war, the limited facilities caused domestic supply and demand of some basic goods to be out of
equilibrium. Because of particular circumstances of war time and necessity of supplying the main
needs of peoples compelled the authorities to impose the quota for food items and consumption
products in country. At the beginning of the war, local distribution committees were also doing it
with reliable peoples in the mosques under monitoring. Commerce Administration of Tehran
province has been functioning since its foundation in 1981 in order to supply and to distribute fairly
as its main responsibility.
This tendency had very ups and downs according to the time conditions. One time due to the
production deficit, economic restrictions had vast role in supplying products to classes of society.
With the policy of privatization of product and along with the policy of government, this
organization was working on supervision, controlling and balancing the distribution networks and
reparing for the development of no oil exports.
commerce Administration of Tehran province had three offices: office of market monitoring and
controlling supply and distribution, office of guilds and traders affairs, and general office. But by
2002 number of these offices increased to eight: office of guilds affairs, office of monitoring
committee of economic mobilization, office of foreign trade, office of internal trade, office of
administrative, budget and finance affair and plan and program. In the same year, with the aim of
shrinking government body, Commerce Administration of Tehran province merged with
administration of inspection and monitoring of Teheran province and formed a new administration
called commerce Organization of Tehran province with tree subordinates: foreign trade, domestic
trade, inspection and supervision and management of human resources planning and development

Commerce Organization of Tehran Province
Commerce Organization of Tehran Province takes steps towards no oil exports, considering massive
policies of five years developing programs and 20 years prospect country document. Currently more
than 20 thousand of business cards are active in Tehran and 45 percent of import orders and 60
percent of overall transactions of Iran are done through Tehran which are managed by Commerce
Organization of Tehran Province with widespread measures for market regulation.
Duties of Commerce Administration of Tehran province include:
1) to provide commodities and secure public needful
2) to monitor on distribution of food items
3) to control supervision of the manner of product distribution in different segment, identify
distribution channels and coordinate to improve distribution system
4) to take actions and necessary coordination in the executive affairs of economic mobilization
headquarter, and etc.
Duties of inspection and supervision Administration of Tehran province include:
1) to train inspectors
2) to supervise taking effect of rules and regulations for goods and services distribution
3) to develop and implement effective inspection and monitoring methods appropriate to the type
of goods and services
4) to make report on abuse and report it to Tazirat Organization to take appropriate steps and
pursue the results based on approved schedule.
